The range of experience covered by the team on election organisation and management headed by Carl Dundas includes: advising on electoral legislative schemes and constitutional reform relating to electoral matters. Led technical assistance teams, which carried out assignments in areas such as the designing of frameworks for a neutral and impartial election management body, the establishment of instruments for the transition from a military or one-party system to a multiparty democracy, and capacity-building seminars and workshops.


MOST RECENT PROJECT  2007- September 2010

Our electoral division has for the past three years been assisting the African Union (AU) to set up a Democracy and Electoral Assistance Unit (DEAU) and Fund (DEAF) to improve AU's election observation throughout the Union and to improve electoral standards in the Member States. The DEAU and DEAF have been in opration since May 2008. (The program is known as the African Union Elections Program and is funded by USAID and is being executed by IFES.)



AREAS OF SPECIALISATION

Observing elections - Led the Support Team to the Commonwealth Observer Groups to the elections in: Malaysia (1990), Zambia (1991), Kenya (1992), Guyana (1992 & 1997), Malawi (1994), Mozambique (1994) Tanzania (1995) Zanzibar (Tanzania) 2000, Trinidad & Tobago (2000). Also served as technical adviser to the Commonwealth Pre-election Observation Group to Namibia in 1989 and to the Commonwealth Observer Group to South Africa in 1994.
Evaluation of elections - Assisted with evaluation of local and general elections in South Africa and Nigeria.


CAPACITY BUILDING PROGRAMMES

Constitutional reform - relating to the fundamental provisions of election legislative schemes. Assignments were undertaken in Guyana, Lesotho, Malawi, South Africa and Tanzania (Zanzibar).

Advice on electoral legislation - undertaken in Jamaica, Kenya, Lesotho, Malawi and Sierra Leone. With emphasis on disputes settlement provisions, designed legislation and regulations for Lesotho, Antigua &Barbuda, and Nigeria.

Advice on the attributes of good electoral districts’ boundary delimitation - Chairman of Electoral Boundary Commission – 2003; advised on constituencies’ and electoral districts’ delimitation in many countries, including Jamaica, Kenya, Malawi and South Africa.

Election management - Director of Elections in Jamaica 1979-80. Advised on election management in Kenya, Malawi, South Africa and Mozambique.

Technical assistance - Led electoral technical assistance missions to Kenya, Malawi, Nigeria, Sierra Leone, South Africa, Tanzania and Zambia.

Needs assessment missions - Led needs assessment missions to Kenya, Malawi, Nigeria and South Africa.

Planning missions - Led planning missions for Commonwealth observer groups to Cameroon, Kenya, Malawi, Namibia, Pakistan and Zambia.

Voter / election education - designed programmes in Jamaica, Nigeria, and Cayman Islands.




Organised and facilitated an annual training workshop for election managers from all nineteen countries of Commonwealth African region.

Conducted orientation seminars for election management bodies in Botswana, Mozambique, Nigeria and South Africa.

Participated in Problem-solving workshops in Malawi, Namibia Nigeria and South Africa.


CONFERENCES

Assisted with the organisation and facilitation of conferences of Chief Election Officers of Commonwealth countries, at regional levels and the Commonwealth as a whole.

Attended many other conferences on electoral matters, including the conference of the Global Electoral Organisation (GEO) Network held in Canada in 1999.
